The Treasury Inspector General for Tax Administration has submitted a report on IRS spending. The largest amount by far is the $44 billion spent on tax enforcement, followed by nearly $26 billion on operations support. Taxpayer support is near the end of the list, at $3.28 billion, but still, that is a significant fund.
The IRS actively began developing a Strategic Operating Plan to outline its plans to transform operations. The funds will be used to support transformation work, while the day-to-day operations of the IRS will continue to be paid by the annual appropriation.
For fiscal year 2022, the IRS had approximately 79,000 employees which the IRS anticipates expanding to over 105,000 employees by fiscal year 2025.
The IRS plans to add over 4,700 Revenue Agents who audit tax returns, 265 Revenue Officers, who collect tax liabilities, and 493 Special Agents, who investigate tax crimes.
