Firm founder Betty Williams specializes in civil and criminal tax matters, including appeals and settlements of income tax, employment tax, sales and use tax, and excise tax matters. She defends criminal clients and negotiates plea agreements in areas such as structuring and tax evasion. Betty has worked extensively on multi-state and residency nexus issues, and works with clients in rapidly changing fields including Marijuana Related Businesses and Cryptocurrency. She has obtained penalty abatement relief for her clients into the millions. Betty has represented clients before the Ninth Circuit Court of Appeals, the U.S. Tax Court, the International Chamber of Commerce, in Superior Courts, and before the California Office of Tax Appeals. Betty serves on the U.S. Tax Court Appointments Committee of the American Bar Association; she is the President of the California Lawyers Association, and a Fellow of the American College of Tax Counsel. Betty is also a member of the California Office of Tax Appeals’ external advisory committee, and serves on the CJA Trial Panel for the Office of the Federal Defender. Previously, Betty has served as Chair of the Executive Committee of the Taxation Section of the State Bar of California. She previously served as Chair of several state and county taxation sections as well as having served as the Chair of the Sacramento Regional Human Rights/Fair Housing Commission and other local commissions. Betty regularly presents seminars throughout the United States on a variety of tax matters. She is the recipient of numerous awards, and her firm was named a Metropolitan Tier 1 Tax Litigation “Best Law Firm” by U.S. News and World Report for each year since 2013. Todd Luoma resolves tax controversies with the IRS and all California state tax agencies, at all administrative and judicial levels for our clients. He has significant experience defending taxpayers during audits, appeals, and in collection matters.

Todd is a former Trial Attorney at the U.S. Department of Justice Tax Division. His litigation practice includes trying tax disputes before the U.S. Tax Court, U.S. District Courts, U.S. Court of Federal Claims, and U.S. Bankruptcy Courts, as well as in California Superior Courts. James Bourbeau is highly skilled in worker classification and wage and hour matters before the IRS and the California Employment Development Department (EDD), where he worked previously as an attorney. Jim handles cases with tax assessments ranging from a few thousand dollars to millions of dollars and regularly appears at hearings throughout California before the California Unemployment Insurance Appeals Board (CUIAB). Michael Pearson is extremely knowledgeable in transactional corporate tax matters, including entity formation and daily operations, sales, and liquidation. He represents borrowers and commercial lenders in real estate financing and has drafted tax opinions for initial public offerings and third-party legal opinions for tax-free reorganizations. Mike also represents clients in federal and California tax audits and advises clients on a wide range of income tax issues, including IRC Section 1031 exchanges, state residency matters and innocent spouse relief.
