IRS Hires New Employees but Wasn’t Prepared

In fiscal year 2024, the IRS onboarded 19,000 new employees using designated new funds for training to include a one-week orientation program, with a follow-up throughout the year, along with providing new employees with tools and resources necessary to succeed in their new roles.

TIGTA (Tax Inspector General for Tax Administration) conducted a review to determine how successful the new onboarding system worked.  TIGTA found that approximately 7,500 (or nearly 40%) did not receive their laptops for more than a week after their start dates, prohibiting new employees from performing online training and other onboarding tasks. TIGTA also found that critical job elements were not timely discussed with new employees and that not all managers completed their quarterly touchpoint activities.
