National Taxpayer Advocate Recommends Three Taxpayer-Focused IT Projects

by | Jul 9, 2025 | IRS, Tax Returns, Taxpayer Advocate Service |

In her mid-year report to Congress, National Taxpayer Advocate, Erin Collins, recommends three IT projects that would directly benefit taxpayers. Noting the IRS’ longstanding issues in managing outdated technology, while recommending general ongoing upgrades, Ms. Collins first recommends creating fully functional online accounts for taxpayers. This would save significant hold time when taxpayers call the IRS for account information. Digitizing the processing of paper-filed tax returns and correspondence is a second priority, noting the more than 60 million paper tax returns and information returns in 2025. Finally, Ms. Collins recommends the IRS integrate its approximately 60 individual case management systems that generally cannot currently communicate with one another. This improvement will increase efficiency, accuracy, and quality of taxpayer service.
