Californians to Vote on Two Tax-Related Ballot Measures in June 2018

Californians will be able to vote on two new legislative measures related to taxes on the June 5, 2018 Statewide Direct Primary Election ballot.

Assembly Constitutional Amendment (ACA) 5 seeks several changes, including:

  • A new requirement that funds generated from taxes or fees imposed under the Sales and Use Tax Law or the Vehicle License Fee be used solely for transportation purposes;
  • Exclusions for appropriation limits related to revenues generated from the Road Repair and Accountability Act of 2017; and
  • Additional partial restrictions on the revenues generated from sales and use tax imposed upon diesel fuel, and a prohibition on the appropriation of these funds for non-transportation purposes.

Senate Constitutional Amendment (SCA) 9 would exclude certain changes to real property from the ad valorem tax on “new construction,” including the construction or addition of rain water capture systems, solar energy systems, fire sprinkler or detection systems, and features that make the property more accessible to disabled persons.
