TIGTA Releases Semiannual Report to Congress

The Treasury Inspector General for Tax Administration (TIGTA) recently released its Semiannual Report to Congress for the period April 1, 2017 through September 30, 2017. TIGTA provides oversight for Internal Revenue Service (IRS) activities and Federal tax administration. During the most recent period, TIGTA conducted 61 audits and over 1,400 investigations into issues involving tax fraud, identity theft, and other taxpayer-related issues.

For instance, TIGTA found that the number of victims of employment-related identity theft is significantly greater than previously known and made numerous recommendations to the IRS to protect taxpayers from this crime. TIGTA’s Office of Investigations has also contributed to arrests in several multi-million-dollar IRS impersonation scams.

TIGTA also works to make Federal tax administration more efficient and effective. During this period, it has reported and made recommendations on issues including:

  • Improved computer security incident response;
  • The negative effects of reducing the Automated Substitute for Return (ASFR) program;
  • Underuse of Form 1099-K data to identify tax returns for audit;
  • Unfavorable trends in several key Criminal Investigation business areas, due to declining resources; and
  • The impact of the global economy on tax administration.
